<br />002150 <br /> <br />l;bite River Dam Project <br />Proposed Action Plan <br /> <br />1. INTRODUCTION <br /> <br />The proposed project is located about 40 miles southeast of Vernal, <br /> <br />Utah, and six (6) miles south and west of Bonanza, Utah. (See figure I.) <br /> <br /> <br />The project consists of (1) a dam and reservoir on White River, and (2) a <br /> <br /> <br />hydro-electric power plant. When shale oil production becomes economical in <br /> <br /> <br />the future, a pumping plant to lift water to the processing plant on tracts Ua <br /> <br />and Ub will be constructed by others along the shore of the reservoir. The <br /> <br /> <br />reservoir will have a capacity of 105,000 acre-feet. Downstream 30+ miles a <br /> <br /> <br />pumping plant to lift water to the Tosco Corporation oil shale plant will also <br /> <br /> <br />be constructed by others. <br /> <br /> <br />White River dam, reservoir and power plant will regulate the flows of <br /> <br /> <br />the Utah segment of the river for firm power production. Recreation at and <br /> <br />downstream from the reservoir will also be developed to create a flatwater and <br /> <br /> <br />stream sport fishery. An estimated 44,000 acre-feet of water annually will be <br /> <br />withdrawn from the reservoir and from the river below the reservoir for oil shale <br /> <br /> <br />processing. If the project can be constructed within a reasonable time period, <br /> <br /> <br />the Moon Lake Project steam power plant will be supplied about 8,000 acre-feet <br /> <br /> <br />of water annually. <br /> <br />The Ute Indians will be able to develop a full irrigation water supply for <br /> <br /> <br />12,845 acres of farmland. Whereas present White River July flows at the <br /> <br /> <br />potential Ute Indian diversion point would be inadequate in many yeari to sustain <br /> <br /> <br />crops,a constant and adequate supply will be made available with the project by <br /> <br /> <br />power releases at the reservoir. <br /> <br />A. Authority <br /> <br /> <br />Under authority granted by Chapters 73-10 and 73-10a, 1978 Interim <br /> <br /> <br />Supplement to the Utah Code Annotated, the Utah Board of Water Resources, acting <br /> <br /> <br />through the Division of Water Resources will act as co-sponsor with the Uintah <br /> <br /> <br />and Central Utah Water Conservancy Districts and the Ute Indian Tribe for <br /> <br /> <br />construction of the White River Dam and Reservoir Project, <br /> <br />
