The White River
Dam and Reservoir Project, in my opinion, meets all the criteria
established by the President in his executive order and its successful
completion is crucial to the eventual success of Utah's oil shale
resource development program. The dam and the resulting reservoir j
could also be the best alternative water source for the planned 800 ,.!
Megawatt Moon Lake Power Plant for which the Bureau of Reclamation ~~t.i~
preparing an environmental impact statement. However, because the ~0~~\ ~~~M~t
dam project is not on schedule the sponsors of the Moon Lake Project ~\cC\t\O(\ ;
have ~dentified a preferr~d a1ter~ative water source which can meet \~ty"t\O(\ j
the tlmetable of that proJect. Flfteen megawatts of power could also
be produced by a hydro-power installation at the proposed dam site.

Pertinent information follows to identify and describe the State
project.

Location: The proposed White River Dam is located about 40 miles
southeast of Vernal, Utah, and six (6) miles southwest of Bonanza, Utah,
in Sec. 17, T10S, R24E, SLM. (See figure 1). Oil shale tracts Ua and
Ub are located immediately south of the reservoir in T10S, R24 and 25E.
