With the reservoir located about 30 miles above the lands, regulating <br /> <br /> <br />the stream to mix high spring flows with low more saline flows, the water quality <br /> <br /> <br />will be improved during the summer months. Some 34 miles of canal will serve <br /> <br /> <br />about one-half of the area to be flood irrigated. Another 34 miles of pipeline <br /> <br /> <br />along with surface laterals will be required to serve the other half of the lands <br /> <br />to be sprinkle irrigated. <br /> <br />When the 2nd Session of the 80th Congress enacted Public Law 440 <br /> <br /> <br />March 11, 1948, (S. 1693) extending the exterior boundary of the Uintah and <br /> <br /> <br />Ouray Indian Reservation (published on page 77 in the Federal Register March 11, <br /> <br /> <br />1948) known as the Hill Creek Extension, a free stock driveway one mile wide <br /> <br /> <br />along the north side of the lVhite River road running east from Ouray to the <br /> <br /> <br />reservation boundary was reserved for grazing district permittees use. A <br /> <br />driveway of this width will, if maintained free of agricultural development, <br /> <br /> <br />cut out a considerable area from the proposed Ute Indian irrigation area. An <br /> <br /> <br />appropriate agreement between the Federal Government, the Ute Tribe, and the <br /> <br /> <br />permittees reducing the width of the driveway or providing for a relocation <br /> <br /> <br />outside of the proposed irrigation area may be needed if required by the Federal <br /> <br /> <br />Government. <br /> <br />VIII. DESERET GENERATION AND TRANSMISSION COOPERATIVE SITING STUDIES5 <br /> <br />The Deseret Generation and Transmission Cooperative is comprised of <br /> <br /> <br />six rural electric cooperatives serving owner-consumers in Utah and contiguous <br /> <br /> <br />areas of the adjoining states of Wyoming, Colorado, Arizona and Nevada. (See <br /> <br /> <br />figure 17.) This cooperative was formed in 1978 for the purpose of completing <br /> <br /> <br />studies, obtaining financing, and constructing, owning and operating what is to <br /> <br /> <br />be known as the Moon Lake Power Plant. The member cooperatives are: <br /> <br />Bridger Valley <br />Dixie-Escalante <br />Flowell Electric Association <br />Garkane Power Association <br />Moon Lake Electric Association <br />Mt. Wheeler Power, Inc. <br /> <br />These cooperatives in turn are members of the Intermountain Consumer <br />Power Association (ICPA). <br />
