SPECIAL EFFECTS

Environmental involvement--for environmental consideration the Landis
Pipeline was changed from a grade line through the National Forest to an
alignment along the Roaring Fork River through private land except for
one or two short stretches of Forest land. Costs were included to re-
vegetate disturbed areas. This route along the river is more expensive
and was selected to avoid any scars that would have occurred from follow-
ing the alignment around the mountain side.

Political consideration--the Ruedi Reservoir of the Fryingpan Arkansas
Project was built specifically as replacement storage for water diverted
to the Eastern Slope and for other water resource developments. The
Basalt Project would permit the Western Slope to beneficially use some
of their entitlement.
