In actual fact, it is

difficult to predict the effect that lhi~

tremendous increase ~n valuation may have on

the mill levy. Once facilities such as schools

and hospitals needed to cope with the added

population have been built, and the necessary

investments in social services such as police

and fire protection have been made, it may be

possible to lower the tax mill levy and still

maintain ample revenue.

The figures in the .table do not, moreover,

reflect more than the incremental revenue added

by the generating station alone. Concurrently,

there will be increases resulting from additional

residential, commercial and industrial properties

as the area grows. These figures reflect the

revenue which will be available, generated hy

the plant, to serve th~ additional residents it

will attract directly into the area.

In practice, revenues will lag behind the need

to spend money on needed facilities. Careful

cooperation between local officials and the

Yampa Project will be needed to maintain short~

term social and economic stresses within bounds.

-187-
