The first account release took place from June 2,2000 to July 21, 2000. The <br />second run was preceded by a release of 2581.06 a.f. of water from the Offset account <br />pursuant to Kansas direction on July 28, 2000 which ended as water began to be released <br />from the Kansas Section II account on August I, 2000 and continued until August 18, <br />2000. However, this run was resumed the following day and continued until August 30, <br />2000. The third and final run began on September 26, 2000 and concluded on October II, <br />2000. No water was available within the transit loss account for release in association <br />with these runs, due to the spilL See Tables XI-A, B, and C in Section 4 of this report for <br />additional details. <br /> <br />No transfers of water to the permanent pool were made during the year. <br /> <br />Various releases of water from Colorado Section II accounts were made as <br />summarized in Table X of Section 4 of this report. <br /> <br />A summary of operations related to the Offset account is included in a separate <br />report. However, Table XII included in Section 4 of this report provides an overview of <br />the status of the account throughout the year. <br /> <br />At the close of Compact year 2000, the volume of water in John Martin Reservoir <br />totaled 110,992.57 a.f., distributed as shown in Table XIII, Section 4 herein. <br /> <br />Special Meetinl!: <br /> <br />The Chairman of the Operations Committee reported to the Arkansas River <br />Compact Administration on December 7, 1999 a decision to call a special meeting of the <br />Operations Committee within sixty to ninety days for the purpose of developing a better <br />understanding of certain operational and accounting issues. Many of these issues were <br />identified in the 1999 Report of the Operations Secretary. This meeting was held on <br />February 23 and 24,2000 in Lamar, Colorado. Notice of this meeting, together with a <br />tentative agenda was distributed to all members of the Administration by fax transmission <br />on February 17,2000. Copies of these documents are included in Section 3 of this report. <br />The meeting was conducted pursuant to the terms of a letter agreement dated February <br />18,2000, a copy of which is also included in Section 3 of this report. The author of this <br />report is unaware of any action or decisions taken by the Operations Committee <br />subsequent to the February meeting. <br /> <br />Prospective Matters <br /> <br />It was reported at the December 8, 1998 meeting of the Arkansas River Compact <br />Administration that efforts to develop updated software had been undertaken to be used <br />
