BRENN, GARDEN CITY <br /> <br />THOMAS R, POINTON, LAs ANIMAS <br /> <br />RANDY HAYZLElT, LAKIN <br /> <br />December I, 2000 <br /> <br />Mr. James Rogers, Chairman <br />Arkansas River Compact Administration - Operations Committee, 1999-2000 <br /> <br />Mr. David Brenn, Member <br />Arkansas River Compact Administration - Operations Committee, 1999-2000 <br /> <br />Gentlemen, <br /> <br />The purposes of this letter report are to provide you with a summary of accounting <br />of the operation of John Martin Reservoir for the 1999-2000 Compact year which is <br />incorporated and made a part hereof, to briefly review some of the events of the past year, <br />and to note activities that remain to be done. <br /> <br />Before proceeding further, I want to recognize the exemplary service provided to <br />the people of the states of Colorado and Kansas by Mr.William F. "Bill" Howland during <br />his tenure working with the Arkansas River Compact Administration and in particular by <br />assisting me in fulfilling my duties as Operations Secretary. Bill concluded a twenty-two <br />year career with the Colorado Division of Water Resources by retiring on September 27, <br />2000. <br /> <br />Summary of Operations <br /> <br />At the close of the Compact year, on October 31, 1999, the ending balance of all <br />accounts in John Martin Reservoir totaled 326,209.82 acre-feet (a.f.). Revised elevation- <br />area-capacity tables provided by the United States Army Corps of Engineers became <br />effective as of November 1,1999. These tables indicate that the storage capacity of the <br />reservoir below the then existent elevation (3850.17 ft.) is reduced by 1831 a.f. <br />Adjustments were made to individual account balances in proportion to the amount of <br />water in them at the end of the Compact year. <br />
