<br />-,,:,<-'" <br />,,~r~ <br /> <br />C'.j <br />.-! <br /> <br />~~) <br />c <br /> <br />AQUATRAIN <br />April 1983 <br /> <br />Section 6. <br /> <br />Benefits, Costs, and Project Support <br /> <br />Areas of environmental and social concern involve the possible impact <br />of coal mining in sensitive areas, location of the corridor route, spill <br />containment, and saline water collection and disposal. Methods such as <br />environmental assessments and impact statements, engineering studies, <br />and public involvement activities will be used to identify, avoid, and/or <br />minimize effects of pipeline construction and operation. <br /> <br />The Federal share--if any--of operating and maintaining AQUATRAIN, will <br />be determined in the plan formulation process. Planning efforts will <br />focus on the _t viable _ans of financing among government and private <br />interests. Costs will be dependent upon a number of variables, such as <br />total throughput, staged construction opportunities, corridor route and <br />transport technology selected, costs for environmental compliance and <br />permitting, and costs for capital equipment, operation, and maintenance. <br /> <br />It is estimated that the AQUATRAIN pipeline system would cost $2-3 billion <br />(constant 1982 dollars), with a staged construction period over several <br />years. AQUATRAIN appears to offer the most cost-effective, timely means <br />of transporting coal and controlling Colorado River salinity--with added <br />benefits not offered by other methods. <br /> <br />Project Support <br /> <br />Project support for the AQUATRADi Project is widespread. Not only have <br />the seven Colorado River Basin States indicated their support for the <br />project, but they have also agreed to be participants in this joint venture <br />with the Bureau of Reclamation and Aquatrain, Inc. Acting through Colorado <br />River Basin Salinity Control Forum representatives (appointed by their <br />governors) the Basin States have agreed to pursue the Federal legislation <br />necessary for Reclamation's participation and to help address related <br />State permitting and water rights issues. <br /> <br />Regional and local support for the AQUATRAIN Project is anticipated. <br />On a national level, early discussions with producers of coal, soda ash, <br />and grain; transportation companies; and port facility developers have <br />been positive. <br /> <br />As a joint venture between the Federal Government, private industry, and <br />the Colorado River Basin States, AQUATRAIN is unique.
