2000 ANNUAL REPORT

the Colorado River Basin Salinity Control Forum, at (801) 292-4663, 106 West 500 South, Suite
101, Bountiful, UT 84010.

~
~
.....
(Z)

The Council met in Henderson, Nevada on October 26 & 27, 2000 to receive reports from and
make inquiries of the federal agencies involved in salinity control and to approve the budget
recommendations contained in this report. The Council appreciates receiving prior to the actual
meeting a written report detailing the federal agencies' accomplishments for the federal fiscal year
that ended on September 30th. The Council recognizes that this report is not required by any
federal mandate but believes it allows a more complete discussion by the Council members at the
meeting. The Council recommends that future reports only discuss past year and cumulative
accomplishments and not attempt to discuss projected future accomplishments. The Council feels
that a more detailed discussion of USDA and BLM accomplishments (more similar to what was
provided by USBR) would enhance future discussions.

The Council also received public comment and left the record open for 30 days to allow for
written comment by the public. The Council directed Dave Trueman to prepare and distribute to
the members a summary of the meeting and any written comments received within sixty days
following the meeting. No written comments were received in the 3D-day period.

For the first time the Council is including the federal responses to the 1999 Advisory Council
Report as Attachment C. This report covers the period from January 1 through December 31,
2000.

COUNCIL COMMENTS AND RECOMMENDATIONS

Overview

The implementation of the federal portion of the Colorado River Basin Salinity Control Program
as described in the 1999 Review, Water Quality Standards for Salinity, Colorado River System,
June 1999 (1999 Review), and Supplemental Repon, October 1999 prepared by the Forum
continues with mixed results. The Council acknowledgment of accomplishments and comments
of concern are found in the following sections of this Advisory Council report. The Council urges
all federal agencies to continue to consult and coordinate with other federal agencies having
salinity control responsibilities and with the Forum and its Work Group.
