<br />2000 ANNUAL REPORT <br /> <br />The Council continues to encourage the BLM to identify and plug flowing saline wells on public <br />lands and requests the BLM to continue with monitoring and reporting these activities. S. Geological Survey (USGS) <br /> <br />The Council, for several years, has expressed concerns about the diminishing USGS role in the <br />gaging station program in the Colorado River Basin. The Council feels the USGS has a significant <br />role in fulfilling the federal obligation to assess the progress and effectiveness of the salinity <br />control program through data collection, analysis and study. The Council is now concerned that <br />the treaty obligation with Mexico may be compromised by further reducing the gaging station <br />program on the Lower Colorado River. The Council urges that the USGS meet with the States <br />before it takes any additional actions to reduce gaging programs in the Colorado River Basin. The <br />Council urges the USGS to take whatever actions are necessary to ensure that operation of existing <br />long-term water quality and quantity monitoring stations within the Colorado River Basin continue <br />and report to the Council on those actions. It is believed that much of the stream gaging on the <br />main stem of the Colorado River is so important to the nation that the gaging should be funded <br />directly by the USGS. <br /> <br />The Council also notes that the USGS plays an important role in determining the salinity <br />reductions that have been accomplished and also in determining whether there are salinity <br />concentration trends.
