<br />OO~~Ul <br /> <br />. <br /> <br />. <br /> <br />review the materials and provide me with comments or suggestions. <br /> <br />Lower Colorado Water Supply Proiect <br /> <br />With regard to the Project, the Board has recommended to Reclamation subcontracts in the <br />amount of approximately 5,150 acre-feet; 500 acre-feet allocated to current users and 4,650 acre-feet <br />reserved for future users. Unfortunately, due to the low usage by current users, the estimated annual <br />cost associated with O&M, replacement, and administration could approach just under $400 per <br />acre-foot, thus making the Project cost prohibitive. <br /> <br />In light of this. staff of the Board is having discussions with both Reclamation and the City <br />of Needles to consider the concept of "advance delivering" water to a third party(s) during the early <br />years of Project operation in order to reduce the overall cost of water from the Project until such time <br />as subcontractors begin taking a larger amount of water. <br /> <br />Colorado River Environmental Activities <br /> <br />Lower Colorado River Multi-Species Conservation Program <br /> <br />During November 2002, non-federal members of the Lower Colorado River Multi-Species <br />Conservation Program (LCR MSCP) developed a draft proposal based upon the technical work <br />products of the LCR MSCP Consultant Team. The tri-state proposal addresses the overall <br />conservation strategy, the amount of proposed conservation to be included in the ~lan, the number <br />of species to be addressed, the total program cost. the term of the Program, the suggested <br />federal/non-federal cost-sharing ratio, the need for authorizing legislation, and tribal participation. <br />The tri-state proposal stemmed from a set of initial proposals developed by the States of Arizona and <br />California. The two independent proposals were then integrated and discussed in a States' -Only <br />forum. <br /> <br />At the December 5, 2002, meeting of the LCR MSCP Steering Committee a draft of the tri- <br />state proposal was distributed to all of the Steering Committee members. Additionally. a motion was <br />passed which authorized the creation of a "Coordinating Team" which would assume responsibility <br />for initiating and guiding negotiations related to discussion of the tri-state proposal with the federal <br />representatives of the LCR MSCP.
