Based upon this legislation, <br />Reclamation will take up to 25,000 AF of pumped water annually, to be delivered to Mexico as part <br />of the bypass replacement water to meet the national obligation with Mexico related to the Salinity <br />Control Act of 1974. The State of Arizona and Yuma Area water users will waive their rights to <br />return flow credit. Reclamation will conduct adequate annual monitoring to determine the effect of <br />pumping on the quality and quantity of water in the area and ensure that Colorado River water is not <br />pumped. <br /> <br />Presidential Rank Meritorious Awarefor Robert W Johnson <br /> <br />Included in the Board folder is a news release from Reclamation announcing that Mr. Robert <br />W. Johnson, was recently named as a recipient of the 2002 Presidential Rank Meritorious Award, <br />to honor his strong leadership ability and relentless commitment to excellence in public service. <br /> <br />California's Colorado River Water Use Plan <br /> <br />Decree Accounting Concerning Yuma Island <br /> <br />At the October Board meeting, I informed the Board that Reclamation had decided to <br />postpone the hearing before the Yuma Island Independent Panel due to issues raised by the Quecban <br />Indian Tribe. As a result, California along with its water agencies expressed their concerns. in a <br />letter to Reclamation. regarding the indefinite postponement of the meeting and thus further delay <br />any discussions concerning Colorado River water use accounting issues. <br /> <br />In the letter, the Board requested that the current accounting practices be maintained so as <br />to preserve the status quo while the Independent Panel process is suspended. However, we did <br />request that the reporting in the Decree Accounting Record be clarified to separately report <br />conswnptive uses associated with All-American Canal deliveries to the Yuma Island under a new <br />heading that is separate from the Yuma Project. <br /> <br />Quantification Settlement Agreement and Related Documents <br /> <br />As you are aware, efforts related to develop a Quantification Settlement Agreement (QSA) <br />that can be executed by all parties by December 31 , 2002 are continuing. A number of meetings and <br />drafting sessions are being held to conform the various documents with the terms contained in the <br />QSA. <br /> <br />Basin Statesrrribes Discussions <br /> <br />Colorado River Basin States' Meeting <br /> <br />A meeting of the Colorado River Basin States was originally scheduled for December 11, <br />2002. That meeting was canceled and rescheduled for December 16, 2002. I have included a copy <br />of the proposed agenda for the original meeting in YOUT Board folder.
