What specific plans exist to determine the <br />return flow or recharge of the ri ver from water applied to the land, the <br />quality of that flow, etc, <br />Reclamation personnel will monitor the significant diversions on a regular <br />basis, beginning when the flows are reduced to 250 cfs, This monitoring <br />infonnation will be documented by photograph and included in the low <br />flow test report, <br /> <br />Return flows resulting from ground water drain-out of irrigation will not <br />be measured, The more significant canal operation wasteway will be <br />measured, <br /> <br />Analysis of data collected during the test includes estimates of return <br />flows as a percentage of the diversion requirement. Citizen's Ditch needs to divert <br />about 170 cfs to meet water rights on the ditch. Can that be accomplished <br />at river flows of 250 cfs? Reclamation will be monitoring these types of <br />situations and will be prepared to respond to severe problems, <br /> <br />Is Reclamation required to release water for senior rights in Utah on the <br />San Juan?
