24 Chapter 4-Present and Future Development

N>
~
~
N

present uses more in line with State estimates,
The 1990 values of "Miscellaneous Additional
Depletions" may be either real additions or
differences resulting from new depletion
accounting procedures,

Denver Expansion

Water for expanded Denver needs since 1965
has been met by increased diversions through
the Moffat and Roberts Tunnels, The average
annual recorded diversion through both tunnels
for the period 1978-82 was 151,000 acre-feet,
The combined 1965 normalized diversion was
93,000 acre-feet, yielding an increase of
58,000 acre-feet, Of the 58,000 acre-feet,
4,000 acre-feet were delivered to the city of
Englewood, Therefore, net diversions by Denver
increased by 54,000 acre-feet, Projections were
provided by the Colorado Water Conservation
Board in consultation with the Denver Water
Department,

Homestake Expsnslon

Homestake Phase I was projected to deplete
28,000 acre-feet on an average annual basis,
Uses between 1988 and 1990 averaged about
27,670 acre-feet annually, The maximum
diversion was 31,960 acre-feet in 1980, Phase II
of the expansion is expected to be on line by
2010 and yield an additional 20,000 acre-feet
annually, Values were supplied by the Colorado
Water Conservation Board in consultation with
Aurora and Colorado Springs, Whether or not
Phase II proceeds as expected in late 1992 will
depend on the outcome of current litigation and
the desire of both cities to proceed,

Independence Pass, Pueblo, Colorado Springs
Expansion, and Englewood

Expansion of diversions to these entities is
measured by increased diversions to the east
slope through the Twin Lakes Tunnel,
Busk-Ivanhoe Tunnel, Columbine Ditch, Ewing
Ditch, Wurtz Ditch, Hoosier Pass Tunnel, and
Boreas Pass Ditch, In addition, Englewood
receives water through the Denver Water

Board's Moffat Tunnel which is accounted for
here, The recent diversions to these facilities
are as follows:

Diversion

1981.90 1981.90
Maximum 1990 Average
(a~ (a~ (al)
60,450 41,368 35,329
9,760 5,170 5,912
3,100 746 1,655
2,580 785 1,188
5,730 1,702 2,861
11,200 11,200 8,973
0 0 0
4,000 4,000 4,000
96,820 64,971 59,918

Twin Lakes Tunnel
Busk.lvanhoe Tunnel
Columbine Ditch
Ewing Ditch
Wurtz Ditch
Hoosier Pass Tunnel
Boreas Pass Ditch
Englewood's Moffat
Tunnel Water

Totals

Frylngpan-Arkansas Project

Diversions through Boustead Tunnel began in
1971, The average annual diversion during the
1981-90 period was 51,046 acre-feet, The
maximum diversion occurred in 1984 and was
107,600 acre-feet, The operating principles for
the project state that diversions will not exceed
120,000 acre-feet in any year and will not exceed
a total aggregate of 2,352,800 acre-feet in any
consecutive 34-year period, The latter
requirement would mean a long-term average
diversion of69,200 acre-feet, Since the 1981-90
average diversion has been less than this, it is
likely that in the coming decade or so annual
diversions may be higher than 69,200 acre-feet
(provided that water is available for diversion) to
approach the 34-year aggregate limitation,

Colorsdo-Blg Thompson Project and Windy Gap

The Colorado-Big Thompson Project was
completed in June 1947, and delivers water to
the east slope through the Alva B. Adams
Tunnel. The 1965 normalized diversion rate
through the tunnel was 285,000 acre-feet,
Diversions through the Adams Tunnel averaged
241,270 acre-feet between 1981 and 1990 with
the maximum diversion during that 10-year
