<br />WA TER RESOURCES COUNCIL <br /> <br />The United States Water Resources Council is an independent Executive <br />Agency of the U. S. Government. It is composed of the Secretaries of <br />Agriculture; Army; Health, Education and Welfare; Interior; <br />Transportation; Chairman, Federal Power Commission; with associate <br />member participation by the Secretaries of Commerce; Housing and <br />Urban Development; and the Administrator, Environmental Protection <br />Agency. The Attorney General; Director, Office of Management and <br />Budget; Chairman, Council on Environmental Quality; and the Chairmen. <br />River BasinCommissions participate as observers. The Council was <br />established by the Water Resources Planning Act of 1965 (79 Stat. 244; <br />42 U. S. C. 1962 a). <br /> <br />The Council maintains a continuing study of the adequacy of supplies of <br />water necessary to meet the requirements in each water resources <br />region in the United States and the relation of regional or river basin <br />plans and programs to the requirements of larger regions of the Nation. <br /> <br />It studies the adequacy of administrative and statutory means for the <br />coordination of the water and related land resources policies and <br />programs of the several Federal agencies. <br /> <br />I <br /> <br />The Council appraises the adequacy of existing and proposed policies <br />and programs to meet national and regional requirements and reviews, <br />and updates, and makes recommendations to the President with respect <br />to Federal policies, principles, standards, and procedures for Federal <br />participants in the preparation of comprehensive regional or river basin <br />plans, including the formulation and evaluation of Federal water and re- <br />lated land resources projects. <br /> <br />Council activities encourage the conservation. development and utilization <br />of water and related land resources on a comprehensive and coordinated <br />basis by Federal, State, local government and private enterprise through <br />the review of framework and river basin plans. The recommendations of <br />the Council resulting from this review are considered in subsequent <br />authorization reports or other implementing actions. Authorization <br />reports by agencies for that part of the comprehensive plan for which <br />the agency is responsible are reviewed by the Council in regard to <br />conformance to the basin plan. <br /> <br />The Council coordinates schedules, budgets, and programs, of Federal <br />agencies for comprehensive framework studies and regional or river <br />basin planning. <br /> <br />R - 5(73 <br /> <br />1-1 <br />
