<br />PREFACE <br /> <br />Background <br /> <br />The United States at Federal, State, and.locallevels has <br />experienced long and dran1atic growth in water and related land <br />resources development activities. The great number and variety <br />of programs dealing with water and related land resources makes <br />the need for careful coordination apparent. There is also the <br />need to integrate and coordinate Federal programs with those of <br />State and other non -federal entitie s. <br /> <br />The Water Resources Planning Act, approved July 22, 1965, <br />created the Water Resources Council. It is the function of the <br />Council to encourage the conservation, development and use of water <br />and related land resources of the United States on a comprehensive <br />and coordinated basis through the cooperation of all affected Federal <br />agencies, State s, local governments, individuals, corporations, <br />business enterprises, and other concerned entities. Recent leg- <br />islation and greater emphasis on environmental concerns make the <br />coordination of all water and related land resource development <br />programs increasingly important. <br /> <br />I <br /> <br />Purpose <br /> <br />This Coordination Directory is issued by the Water Resources <br />Council for the use of agencies represented on the Council and all <br />other Federal, State, local and private interests concerned with the <br />investigation and development of water and related land resources. <br />It provides a description of agency areas of interest and responsi- <br />bility, and information on distribution of notices of investigations <br />to agency offices and representatives. The Water Resources <br />Council will review the Directory periodically and issue necessary <br />revisions. <br /> <br />Approval and Effective Date <br /> <br />This Directory, approved by the Council, is effective August <br />1971, and supersedes and replaces the "Handbook for Coordination <br />of Planning Studies and Reports" issued June 1969 except for sec- <br />tions therein entitled "Policies" and "Procedures for Coordination <br />and Review. II <br /> <br />Related and Subsequent Efforts <br /> <br />The Council is developing revised "Policies" and "Procedures <br />for Coordination and Review." These will be issued upon develop- <br />ment and approval and will include a timetable for review of plans <br /> <br />R-ll/72 <br /> <br />III <br />
