<br />In the Steamboat Springs area between
<br />1965 and 1975 land and housinq costs
<br />escalated at a rapid rate due to crea-
<br />tion of second home markets associ-
<br />ated with recreational development.
<br />Between 1970 and 1975. energy develop-
<br />ment had the same impact. Land and
<br />housing costs have doubled and tripled.
<br />ThIs trend will continue in new energy
<br />development sites if preventive mea-
<br />sures are not taken.

<br />Wages were in the $2.10 to \4.00 per
<br />hour range until the expanded develop-
<br />ment of coal and power generating
<br />plants began. In 3 years the wage
<br />structUre in the areas has jumped to
<br />S8.00 per hour and is having an im-
<br />pact on the old agriculture base. This
<br />trend will continue throughout this
<br />Unit.
<br />FOCUS
<br />
<br />In 1970 the ratio of agricultural to
<br />non-agricultural employment was 1 - 5.
<br />By 1975 this ratio had changed to
<br />1 ,8, While the 1970 fi9ure in-
<br />dicated a transition, the 1975 trend
<br />is toward a non-agricultural based
<br />economy except for Meeker, Yampa, and
<br />the Krerrml ing areas.
<br />
<br />Before 1975 the unemployment rate was
<br />at 2.8%. With the onset of energy
<br />related activities the rate has jumped
<br />to 7.8%. The trend is toward an in-
<br />creasing unemployment rate. The
<br />poverty level is serious. Attention
<br />must be paid to this or it will in-
<br />crease in the face of rapid change
<br />taking place in this Unit.

<br />ihe 1960 to 1970 growth rate was
<br />approximately 13% in the Steamboat
<br />Springs and Granby Divisions and de-
<br />cl ining at a rate of -7' in the Moffat
<br />and Rio Grande Divisions. Between
<br />1970 and 1975 in the Moffat and Kia
<br />Grande divisions. growth jumped 5% to
<br />10~ a year. The trend in this Unit
<br />
<br />Communities have the potential of
<br />being impacted by rapid mineral
<br />development affecting the existing
<br />physical/social/economic environment.
<br />
<br />large parcels of land are being taken
<br />out of agricultural use by oil shale
<br />leases to the west and south. and
<br />coa 1 1 eases to the north of Meeker;
<br />real estate and recreational develop-
<br />ment north of Yampa; and real estate
<br />development and potential energy re-
<br />lated activity around Kremmling. The
<br />people are concerned about the situa-
<br />tion because the rising cost of
<br />living and wage scale 1S making ranchinQ
<br />difficult and causing high unemployment.
<br />Increasing populations are placing
<br />additional demand on the adjacent
<br />recreational lands.
