<br />C7:J 2 <br />Reclamation had established 0 Field Office in Pueblo, in February <br />of 1939, but nod become inactive during the' War. When they re- <br />activated the Field Investigation in 1945, Ben Powell was placed <br />in charge of that Investigation. He hod been working during the War <br />on Cherry Creek Dam. Powell had a background on the Fort Lyon Conal <br />os 0 child at Manzanola; hod been an Englneer in Hoiti, and hod re- <br />turned to the States. In 1946, to assist Mr. Powell, we organized <br />this Association, which was 0 nonprofit Corporation supported by <br />voluntary contributions and 'it was the sponsor of the Gunnison _ <br />Arkansas Project, We met in the Steel CitY1Investm~nt Company <br />Offices of Damian Ducy, at which time Morc Williamson was the Sec- <br />retary. In 1948 or 1949 we hired Roger Ernst as Secretory, and 'he <br />later become Assistant Secretory of the lnterior, and is now with <br />the Arizona Public Service Company. <br /> <br />In that intcl'im .then, commencing in 1946, we did everything we could <br />to assist 8en Powell in getting out the first Report on the Gunnison _ <br />Arkansas Project. In order to get this Report out, it was necessary <br />thct two basic things had olready been acco~plished. 1. The moking <br />of 0 Mexican Treaty between Mexico and the United States, to deter- <br />mine what the demands of Mexico might be; and, 2. To conclude an <br />Upper Colorado River Water Compact,. allocating the 7t million for <br />the Upper 8asin among the five Upper Bosin states. In this behalf, <br />on both the Treaty and the Compact, Clifford'stone, Jeon Brightenstein <br />and Roy~. Tipton played 0 very very major port.
