<br />to define the power-marketing area for the Colorado River st,ofllige
<br />project. Preliminary di~cussions of bacll:bnene tranSnI!.ssi<,>,n line lAyouts
<br />have been held by the BlIreau of Reclamation with the Upper Col!lf\v;lo
<br />Preference Customers Gommittee, representiAg electric co<.>perative,s,
<br />REA's, municipalities. and other Aonprofit pOWer JlSers in N eOW MexifUl,
<br />Colorado, Utah, Wyoming, and Arizona,' , .
<br />Mr, Norton Davis, of my State of New Mexico, is a leader of this
<br />organization and has brought the subject to my attention,
<br />Since the nonprofit power organizations will have preference in the
<br />purchase of power frOm the producing units of the project. it is
<br />imperati'{eth"t they know Interior's ideas as.to the markel>ing area,
<br />and .thecos:t ot:power !from the Upper Colorado system as well as
<br />coordination of river and power operations in the upper and lower
<br />basins.
<br />The Bureau of Reclamation has submitted a preliminary outline of
<br />a backbone transmission line that would link the power_producing
<br />units of Glen Canyon, ll'laming Gorge. and Curecanti and provide for
<br />interconnections with the Davis Dam-Parker-Davis Dam system in
<br />the Lower Colorado ar.,'a, Just how the system envisaged by Recla-
<br />mation's preliminary o~tline would meet the needs of the preference
<br />customers over a period pf20 years or more will depend on ,the market-
<br />ing area which we are urging the Secretary of the Interior to define
<br />without delay. Indicat~ons are the preference customem will be able
<br />to substantiate claims to all firm power to be produced at the Upl'er
