<br />
<br />Legislation authorizing cons,truction of the Colorado Riv'er storage
<br />project and participating- projects was enacted into law (70 Stat, 105)
<br />on April 11, 1956. ,The :act initiated an extensivej:lrogtam for the de-
<br />velopment of water resourCes iii the Upper Colotado River Basin.
<br />Authorized for construction were 4 storagelmits, on the Colorado
<br />Rivet or its larger tribut~ries, primarily for riverregulation and pow-er
<br />production, and 11 particip,atillg projects for h:iga.tionand other,\:'~-
<br />lated, purposes" ConstructIOn of the Curecantl umt, one, of the .four
<br />authorized storage units; was'not,to be undertaken until the Secretary
<br />of,the, Interior certified to the Congress and il) the PresiUent,'tll.at','in
<br />hi~ judgment, the benefits of this unit would exceed its, costs: Such
<br />certification,was made ,fuly 14, 1959.,' ."" ',"
<br />Section 6 of the act stipulates that, on January 1 of 'each year;the
<br />Secretary of the Intffi'ior'shall report to Congress for the'preVlous fiscal
<br />year: '

<br />2, Cost of constr;ucting, operating, and maintaining the Colo-
<br />rado River storage project and participating projects (hereinafte,'
<br />referred to as the "project").
<br />The report is to be prepared so as to refiect accurately the-
<br />, 3. Federal investiment allocated at that time to power, to irri-
<br />gation, and to other purposes; "
<br />4, Progress of return alld repayment thereon; and
<br />5, Estimated rate of progress, year by year in accomplishing
<br />full repayment.: , '
<br />, The project is still in t)J.e initial stages of construction and no income-
<br />producing facilities were in operational status during the year. The
<br />report therefore, deals ;primarily with the construction ,progress to
<br />June 30, 1959, Limited conunents are furnished with, respect to the
<br />remaining items required to be reported upon,

<br />There were no revenues from water rental, water sales, or from sales
<br />of electric energy durin~ the fiscal year, Revenues to date have beeh
