non-reimbursab~e. This amount amortized in a 50-year period at 3 percent
interest, is equivalent to an annual cost of ~;58,300. Forty percent of the
estimated annual operation and maintenance costs of $3,400 are also a proper
charge to flood control. The tota1 annual charge to flood control is,
therefore. $61,700.

'-.I 23. The estimat~ mean annual increase in gross crop income to the
irrigators that will result with the regulation of the Conejos River flows
by the 60,000 aore-foot Platoro Reservoir, considering development of the
entire project area of 91,650 acres, is $1,526,000. With such a develop-
ment, the annual amount available for water charges ~ the Conejos Water
Conservancy District would be $0.71 per acre, or a total of :;;65,100. Should
the water users elect to retire the Class 5 and 6 lands now irrigated in
favor of a more complete and intensified development of Class 1, 2, and :3
lands, the amount available for water charges within the District would
increase materially. ConSidering the development to include only Class 1,
2, and 3 landS, and assuming that desired changes in cropping praotioes ha~
been obtained, the amount available for water charges may reasonabl;y be
expected to be $1.71 per acre annually. The amount available f'rom the
62,280 acres of Class 1, 2, and :3 lands within the District, on this basis,
would then be 1;106,500 annually, The operation of the 60,000 acre-foot
Platoro Reservoir will rl;lsult in an average annual reduction of 063,400 in
flood damages in the Conejos area.
