Completion of the Bluff <br />channel feature is scheduled fur August 1998. The Corps anticipates completing construction of the <br />Southeast area in FY 2004. The total project cost for the El Paso project is $151 million. <br /> <br />5. CONTINUING AlITHORITIES. <br />a. Section 14 Streamban k Protection: The Corps presently has one Section 14 project in the <br />upper Rio Grande Basin that are either ongoing or completed. <br /> <br />(1) San Isidro Road, Santa Fe County, NM This project consists of protecting the San <br />Isidro crossing over the Santa Fe River with a grade control structure. It is anticipated the <br />construction contract will be awarded by August 1998. <br /> <br />b. Section 205 Small Flood Control: There are no ongoing Section 205 studies in the Rio <br />Grande Basin at this time. <br /> <br />6. PLANNING ASSISTANCE TO THE STATES. SECfION 22: In 1997, no Section 22 studies <br />were completed in the upper Rio Grande Basin. Under this program the District can provide special <br />technical or planning assistance to states on a 50/50 cost sharing basis. <br /> <br />7. REGULATORY PROGRAM. Section 404 of the Clean Water Act proln'bits discharges of <br />dredged or fill materials into waters of the United States, inclnding adjacent wetlands, without a <br />permit from the Corps. Section 10 of the Riven; and Harbors Act proln'bits unauthorized obstruction <br />or altemation of any navigable water of the United States. Persons or agencies who are planning to <br />conduct operations which will involve the discharge of dredged or fill material into any waterway or <br />wetland are advised to contact the Corp's, Regulatory Branch, 4101 Jefferson Plaza Albuquerque, <br />New Mexico 87109-3435, (505) 342-3283. The Regulatory Branch can provide informational <br />brochures or a briefing on the Corps' regulatory program, that can be tailored to the needs of your <br />organization or group. <br /> <br />In 1997, 763 activities in the Rio Grande Basin were reviewed and most were determined to be <br />authorized pursuant to one or more nationwide permits. There is a great variety among these <br />activities. However, most relate to streambank. stabilization, minor road crossings, utility line <br />crossings, development projects and repair or reconstruction of previously authorized projects. <br />Eleven individual permits pursuant to Section 404 of the Clean Water Act and Section 10 of the <br />Riven; and Harbors Act were issued for projects in the Rio Grande Basin. These permits authorized <br />excavation and clearing, pipeline crossings, a fish pier, sand and gravel mining, and road <br />improvements. <br /> <br />8. FLOOD PLAIN MANAGEMENT SERVICES lFPMS). The FPMS program is authorized by <br />Section 206 of the Flood Control Act of 1960. The purpose of the FPMS Program is to support <br />comprehensive flood plain management planning with technical services and planning guidance to <br />appropriate public and private levels. The objective is to encourage the wise use of the Nation's flood <br />plains for the benefit of the national economy and welfare. <br /> <br />5 <br />
