<br />. <br /> <br />. <br /> <br />September releases from Hoover, Davis, and Parker Dams averaged 11,160, 12,960 and <br />9,710 cubic feet per second (cfs), respectively. Planned releases from those three dams for the month <br />of October 2002 are 7,300, 9,600, and 7,600 cfs, respectively. The October releases represent those <br />needed to meet downstream water requirements including those caused by reduced operation of <br />Senator Wash reservoir. <br /> <br />The observed April through July 2002 unregulated inflow into Lake Powell was 1.115 maf, <br />which is 14 percent of the 30-year average for the period 1961-1990. The final October 1, 2002, <br />projected unregulated inflow into Lake Powell for the 2001-02 water year was 3.062 maf, or <br />25 percent of the 30-year average. <br /> <br />The Lower Division States' estimated consumptive use of Colorado River water for calendar <br />year 2002, as estimated by Board staff, totals 8.777 maf and is projected as follows: Arizona, 3.120 <br />maf; California, 5.349 maf; and Nevada, 0.308 maf. Unmeasured return flow credits of 0.255 maf <br />would reduce the total amount of projected consumptive use to 8.522 maf. All three Lower Basin <br />states increased their consumptive use of mainstream water due to a drought condition. In August, <br />Arizona on behalf of the State of Nevada, banked 34,470 acre-feet of Colorado River mainstream <br />water in the Arizona Water Bank and planned to bank 1,000 acre-feet in September. <br /> <br />For calendar year 2002, it is estimated the Central Arizona Project (CAP) will divert <br />1.689 maf, of which 0.361 mafis to be credited to the Arizona Water Bank, and The Metropolitan <br />Water District of Southern California (MWD) will divert 1.248 maf. <br /> <br />The preliminary October 2002 end-of-year California agricultural consumptive use of <br />Colorado River water under the fIrst three priorities and the sixth priority of the 1931 California <br />Seven Party Agreement is 4.042 maf. This estimate is based on the collective use through August <br />2002 by the Palo Verde Irrigation District, the Yuma Project Reservation Division (YPRD), the <br />Imperial Irrigation District, and the Coachella Valley Water District. Figure 1, found at the end of <br />this report, depicts the historic projected end-of-year agricultural use for the year. <br /> <br />Colorado River Operations <br /> <br />2003 Annual Operating Plan <br /> <br />The fmal consultation meeting on the 2003 Annual Operating Plan for the Colorado River <br />System Reservoirs (2003 AOP) was held in Las Vegas, Nevada, on September 19, 2002. At the <br />meeting, Reclamation provided an update on basinwide hydrology and recent precipitation events. <br />In early-September, there was signifIcant precipitation and storm runoffin the Four Corners region <br />of the Southwest. In fact, Reclamation reported that the peak unregulated inflow into Lake Powell <br />during calendar year 2002 occurred during September. <br /> <br />With respect to the 2003 AOP, Reclamation received additional editorial comments during <br />the meeting from Basin States' representatives and other interested parties. Reclamation is <br />evaluating those comments and will prepare a final 2003 AOP which would be forwarded to the <br /> <br />2 <br />
