<br />DRAFT <br />ENVIRONMENTAL IMPACT STATEMENT <br /> <br />DIAMOND FORK POWER SYSTEM, <br />BONNEVILLE UNIT, <br />CENTRAL UTAH PROJECT <br /> <br />Prepared by: <br />Upper Colorado Region <br />Bureau of Reclamation <br />U.S. Department of the Interior <br /> <br />In cooperation with: <br />U.S. Department of Agriculture <br />Forest Service <br />U.S. Department of Energy <br />Western Area Power <br />Administration <br /> <br />This Environmental Impact Statement (EIS) analyzes the environmental <br />impacts of alternatives being considered to deliver increased amounts <br />of water from the enlarged Strawberry Reservoir through the Diamond <br />Fork drainage in north-central Utah for hydroelectric power generation <br />and for agricultural and municipal and industrial purposes for both <br />the Municipal and Industrial System and the Irrigation and Drainage <br />System of the Bonneville Unit. Alternatives assessed include Fifth <br />Water Pumped Storage Alternative (the recommended plan); Sixth Water <br />Flow Through Alternative; Sixth Water Pumped Storage Alternative; the <br />1964 Definite Plan Report Alternative; and the No Power Alternative. <br />Depending on the plan selected, hydroelectric power generation could <br />amount to about 1,147 megawatts. The key issues raised in the scoping <br />process and discussed in the EIS relate to water and electrical energy <br />requirements J road and transmission alinements, recreation and tourism <br />and increased opportunities for stream and flat-water fishing, construc- <br />tion impacts on fish and wildlife, flood damage and erosion, and payment <br />for acquisition of property. A loss of existing wildlife habitat on <br />project lands would occur through a combination of reservoir inundation <br />and construction and operation of project features, primarily roads. <br />Wildlife mitigation plans are included as a part of all alternatives to <br />offset the loss of the wildlife values associated with this habitat. <br /> <br />This EIS is intended to serve environmental review requirements in <br />compliance with the Clean Water Act of 1977 (Public Law 95-217); Execu- <br />tive Order 11988, Floodplain Management; and Executive Order 11990, <br />Protection of Wetlands.
