<br />'Thomson read the financial statement for the period October 19, 1967 to November
<br />16, 1961 in detail and Nichols aaked if there were any corrections or comments.
<br />Beise suggested the Finance Committee might study the possibility of transferring
<br />the remainder of the Building Fund account in the amount of $1,444. 79 to either
<br />the General Fund or made a part of funds to be transferred to Treasury Bills.
<br />Purvis inquired about the size of the balance carried in the General Fund and
<br />Manager Thomson atated that the, accountants and previous policy of the Board had
<br />encouraged keeping approximately $50, 000 at all limes. He stated it would be
<br />possible to purchase $20,000 worth of Treasury Bilis at this lime to reduce the
<br />,balance to that figure. President Nichols said the matter of the Building Fund
<br />would be referred to the Finance Committee for report at the December meeting.
<br />There being no further observations or corrections Ciruli moved, seconded by
<br />Hutchinson. that the financial report be approved as read.

<br />LAMAR REPORT:
<br />
<br />Preaident Nichols stated thia item was on the agenda at the request of the Board of
<br />Directors as a result of the discussion at the October 19, 1967 meeting. He said
<br />the Board had directed the Attorney and General Manager to prepare a report
<br />on the Lamar situation as it now stands, and aaked Attorney Beise to discuss the
<br />Report. Beise advised that the Report was prepared and submitted to each member
<br />of the Board for their personal review and, also, copies had been sent to Lamar
<br />Officials in order tbat they might be aware of the findings and prepare questions
<br />and observations for submission to the Board. Wagner reported the Lamar Officials
<br />were greatful !or the Report and advised they would have specific questions about
<br />the Bureau of Reclamation statistics. Thomson stated that at the city election on
<br />November 7, 1967 J four incumbents on the Lamar City Council were defeated and
<br />this could have a bearing on the Lamar Request during the coming year. Milenski
<br />said he still questioned the figures about the amount of water being used in Lamar
<br />and feels they are much too low. Wagner stated that representatives from Lamar
<br />wili have new figures at this meeting. President Nichols asked the pleasure of the
<br />Board regarding the Lamar Report and whether the Board would desire to meet
<br />with the Lamar Officials at the afternoon portion of this meeting. Wagner moved,
<br />seconded by Young. that the Board approve the Lamar Report and meet with the

<br />CORPS OF ARMY ENGINEERS REPORT:
<br />
<br />President Nichols reported that Congressman Evans had planned to be here to dis-
<br />cuss the Corps of Army Engineers proposal but was unable to do so be(:ause of the
<br />death of former Vice President Jack Garner which necessitated a number of Con-
<br />gressman being absent, and thus, "holding over" a vote OD. a critical mattere He
<br />sald Mr. Thomson had arranged.. meeting at 3:30 p. m., Friday, November 17.
<br />1967, in Colorado Springs with Congressman Evans, President'Nichols, Attorney
<br />Beisea and General Manager Thomson.

<br />Thomson read a letter from the U. S. BUreau of Reclamation to Congressman Evans
<br />in response to specific que..tions propounded by the Congressman regarding the Corps
<br />of Army Engineers proposal. Nichols advised that he had asked our Attorney to
<br />discuss the Corps proposal with F. L. Sparks, Director, Colorado Water Conser-
<br />vation Board and invited him to be present at this meeting. Mr. Beise said it
<br />was not possible to get in touch with Mr. Sparks because of conflicting schedules
<br />and that Mr. Sparks would not be able to attend this meeting because he was obli-
<br />gated to attend the meeting of the State Legislative Committee on Water.
