<br />communities of 4,500, with three of these making up
<br />a village of 13,500.
<br />City building would start with Community 1, which
<br />may be mobile homes in the construction phase, and
<br />move on to 2 and 3. As growth is added in later
<br />villages, decisions can be made - based on conditions
<br />at that time - whether to add new communities and
<br />villages, or to convert the earlier ones from temporary
<br />to permanent housing. Early communities could
<br />even be built with the intention of rapid phase out,
<br />rather than permanence.

<br />Temporary Mobile Home Parks: Page, Arizona and
<br />Green River, Wyoming
<br />Construction of the Navajo Generating Station by
<br />Salt River Project brought 2,700 workers at peak to
<br />Page, Arizona. Because the town had declined from
<br />an earlier boom in building Glen Canyon Dam, the
<br />company assumed that vacant housing would be
<br />available. When the influx took 20\1 a\lailable housing
<br />and occupied all mobile home spaces, the contractor
<br />(Bechtel Corporation) and Salt River Project built a
<br />temporary mobile home park of 750 spaces, for con-
<br />struction workers and school teachers. The park is
<br />located on land leased from the Bureau of Reclama-
<br />tion. All utilities are pro\lided, as well as laundry and
<br />recreation facilities. The fee is "break-even" for the
<br />companies. Most units are individually owned, al-
<br />though Bechtel bought some units for key personnel.
<br />This mobile home park is designed for a short.term.
<br />The Bureau of Reclamation ga\le a five-year, no exten-
<br />sion lease. At the end of that period, the park must be
<br />closed and the area returned to its natural state.

<br />In Green River, Wyoming, the new housing develop-
<br />ment of Upland Industries has an unusual feature. On
<br />250 lots of a permanent subdivision, the City is per.
<br />mitting two mobile homes on each lot for a maximum
<br />of three years. At that time, mobile homes must be
<br />removed, with the developer intending to build
<br />permanent housing. Even the school here is temporary,
<br />in modular buildings until permanent ones can be
<br />built.

<br />Mobile Home Regulations: Rio Blanco County,
<br />Colorado
<br />In preparation for the projected impacts of oil
<br />shale development, the counties of Western Colorado
<br />are planning and adopting land use controls. (See the
<br />item on the Colorado West Council of Governments,
<br />page 101. Rio Blanco County just adopted countywide
<br />zoning in the late 1960's. This year it adopted new
<br />regulations for mobile homes.
<br />The mobile home regulations provide for:
<br />
<br />A maximum of 5.5 mobile homes per acre;
<br />Restriction of mobile homes to mobile home parks
<br />(no single.lot development)
<br />Requirement that parks have 20 per cent open
<br />space;
<br />Provision of 1000 gallons of water per unit per day
<br />(intended to promote landscaping);
<br />New mobile home parks (as a matter of policy) will
<br />be allowed only within a three-mile range of existing
<br />cities.

<br />The County has also adopted a mobile home park
<br />operators ordinance.

<br />The Manufactured Housing Institute (formerly the
<br />Mobile Home Manufacturers Association) has prepared
<br />a Community Planning Packet. It contains an intro-
<br />duction to mobile homes, to standards and trends in the
<br />50 States, and to the development of mobile home
<br />communities. Major components of the free package
<br />include:
