<br />I' <br />C') <br />('f') <br />~~ Short term and long term pump test throughout the project have shown no reduc- <br />e:::> tion in existing artesian flows. Section 103 of Public Law 92-514 establishes <br />1."..> an operating committee to assure compliance with the unconfined and confined <br />water table drawdowns and other potential specified adverse effects of the pro- <br />ject. Because this project has highly flexible operational methods (including <br />pumping rates), the operational constraints prescribed by Public Law 92-514 will <br />be met. <br /> <br />please refer to tables 1,2,3, and 4 for individual well performance in Stages <br />1-2, 3, 4, and 5 respectively. <br /> <br />Please refer to table 5 for stage construction comparisons of the estimated <br />ground water yield of 1979 and 1983. <br /> <br />Some of our concerns in delaying the start of Stage 3 construction are as follows: <br /> <br />1. Future funding may not be assured. <br /> <br />2. Poor Cost Benefit Ratio. <br /> <br />3. Increase in cost due to lengthy construction period. <br /> <br />4. With no mitigation, project could lose support from other Federal and <br />State agencies. <br /> <br />5. Fiscal year budgets for 1986 will be prepared in January and February <br />of calendar 1984. <br /> <br />6. Approval for well construction in Stage 3 did not include rights-of-way <br />for canal and laterals. This rights-of-way must be started by <br />November, 1983 for the project to maintain it's schedule. <br /> <br />We believe we have complied with all legislation necessary for requesting con- <br />sent from the Rio Grande Water Conservation District and the State of Colorado <br />Water Conservation Board for the start of Stage 3 construction. <br />
