pnra3raph (a) of Article III of the Colorado River Co~pact,
there is hereby a~portioned annually to the State of Nevada
three hundred thousand acre feet and annually to the state
of Arizona tuo million, eic;ht hundred thousand acre feet for the
exclusive beneficial consum1jtive use by ~aid states of Nevada
and Arizona, respectively, in perpetuity,
U (c) The state of Arizona inay annually use one-half
of the excess, or surplus l,raters l.\na~)rortioned by the Colorado
River Conpaot.
U(d} In adc\ition to the "ateI' coverec1 by paraGraphs
(b) and (c) hereof, the state of Arizona shall have the

exclusive beneficial oonsumptive use of the Gila River and
