H01JeVer, I am paid for such services only by <br />the Arizona Interstate Strea;,ls Commission. <br />Of course, I have very c~refully studied the history of the <br />Colorado River question, and have been active in it since 1933, <br />I believe 1 t T./ould be helpful if I v en' briefly revievled the <br />history of the matter, cliv~c1ing tlwt history into four periods; <br />first, prior to 1922, 1Ihen the Colorado River Compact was signed; <br />second, from the siGning of the Colorado River Compact to the <br />passa~e of the 30ulder Canyon Project Act in December 1928; third, <br />from the passf2Ge Of the Boulder C8n3'on Project Act in 1928 to <br />j.iarch 1939, lIhen the Ari zona Le(:iislatllre offered to California and <br />UevaCla a compact in the terns prescribed by the Boulder Ce.nyon <br />Project Act; and fourth, from 1039 to uate. <br />
