In this there is recognition for the current <br />and projected trend to multi-purpose structures and often to their <br />unified operatiop in meeting several functional needs. This makes the <br />legal, organizational and ma.nagement problems more com;plex. Further, <br />it requires the interworking of many elements of Federal and State <br />laws and policies at all stages of resource development. <br /> <br />'"'"" <br />c;:) <br />C,,) <br />~ <br /> <br />While holding largely to the current situation, where existing <br />legal constraints are pointed up this begins to indicate opportunities <br />or needs for consideration of adjustments in the future. Such adjust- <br />ments are pointed up more specifically as "alternate planning" <br />potentials in the appendix on "General Programs and Alternatives." <br /> <br />The material for this appendix amounts to a collection of state- <br />ments on the laws that authorize the particular organization's function <br />in the water and 'related land resources development field. It is assumed <br />that each reporting agency has lent its "color tone" to the statement it <br />has submitted, just as it does in actual ~-to-da;y functioning. With <br />this in mind, it :should be recognized Qy all that none of these statements <br />on the laws should be considered binding upon any other organization that <br />has contributed to the'material of this Work Group. There has not been <br />any attempt to re:quire or even permit objection to the presentation by <br />any one contribut;or. Objections and criticisms would unduly burden the <br />report.
