INTRODUCTION

Activity 3 is for the purpose of documenting and displaying in-
formation relating to severe and unresolved water and related land
problems in the Arkansas-White-Red Region. Fifty problem areas in
the Region were identified, described, and locations shown on a
regional map in Activity 1, Problem Identification. During Activity 2
the problem areas were separated in two groups. One was designated
as Group A, or severe problem areas, totalling 35 in number, to be
analyzed in Activities 3 and 4, and the other was designated as
Group B totalling 7 in number, which may be discussed further in
Activity 4. Only 16 Group A, or the severe-unresolved prob-
lem areas, are described and discussed in this report. Group B
problems are listed but not analyzed.

OVERVIEWS OF PROBLEMS

Brief overviews follow of problem areas identified by the States
in Activity 2 as compared to those identified in this report.

ARKANSAS

Sixteen problem areas in Arkansas were identified in Activity 2,
including four with statewide impact. All sixteen problem areas
were initially assigned to Group A to be further analyzed in Activity 3.

Additional study indicated that twelve of the original prob-
lem areas were currently being addressed by on-going Federal/State
programs. Consequently, only four of the original areas needed to
be retained in Group A. Two of these four were statewide problems
and were therefore combined into one problem area with two issues.

The twelve previously mentioned problem areas were reassigned
to Group B; of these twelve, three statewide problems were combined
into one problem area. In the case of each of the ~eassigned prob-
lem areas, solutions to the problem issues are known. All that is
required is implementation. Recommendations regarding solutions
will be presented in Activity 4.

COLORADO

Two of the problem areas identified for ASA 1102 are the same
as those identified in Activities 1 and 2. However, a Problem
Area 3 has been added by taking from the original Problem Area 2,
the High Plains Region of eastern Colorado. This permits a more
thorough analysis of the groundwater problems in the High Plains,
a major problem in the Arkansas River Basin.

1
