<br />AGENCY: Bureau of Reclamation.

<br />ACTION: Notice of public meelings.
<br />SUMMARY: The Adaptive Management
<br />Program (At...-t?) was implnmented as a
<br />result of the Record of Decision on the
<br />Operation of Glen Canyon Dam Final
<br />Environmental Impact Statement to
<br />comply with consultation requirements
<br />of the Grand Canyon Protection Act
<br />[Pub.L. 102-575) of 1992 The AMP
<br />provides an organization and process to
<br />ensure the use of scientifIC information
<br />in dlKision making concerning Glen
<br />Canyon Dam operations and protection
<br />of the affected resources consistent with
<br />the Grand Canyon Protection Act. The
<br />AMP has been organized and includes
<br />a federal advisory committee (the
<br />Ah-HVG), a technical work group (the
<br />TWe), a monitoring and research center,
<br />and independent review panels. The
<br />TWG is a subcommittee of the AMWG
<br />and provides technical advice and
<br />mformation for the AMWC to act upon,
<br />Date and Location: The Glen Canyon
<br />Dam Technical Work Group will
<br />conduct the following conference call:
<br />December 20,2002. The conference
<br />call will begin at 8:00 AM and conclude
<br />at 9:00 AM (Mounta1Jl time),
<br />Agenda: The purpose of the
<br />conference call is to poll the members
<br />011 two specific motions'
<br />(1) Recommend to the AMWG the
<br />specific line item details of the FY 2004
<br />budget, and
<br />(2) Recommend to the AMWC the
<br />non-native fish control report prepared
<br />bv the Non-Native Fish Control Ad Hoc
<br />C'roup,
<br />If there are any members of the public
<br />who would like to provide written

<br />Under 28 CFR 50,7, notice is hereby
<br />given that on November 26, 2002. two
<br />proposed de minimis consent decrees
<br />("consent decrees") in United States v,
<br />Abb, Ine,. et aI" Civil Action No,
<br />AMD02CV385B were lodged Witll the
<br />United States District Court for the
<br />District of Maryland, One is a global de
<br />minimis consent decree for all settlors
<br />except Northrup Grumman Corporation
<br />("global de minimis consent decree"),
<br />The other is the consent decree
<br />concluded with NOIthmp Grumman
<br />Corporation.
<br />In this action the United States sought
<br />cost recovery for costs incurred in
<br />COnllection \vith the Spectron. Ine,
<br />Superfund Site, located near Elklon,
<br />Maryland (the "Site"), Under the lerms
<br />of the consent decrees, the proposed
<br />settling parties, 477 potentially
<br />responsible parties and 15 federal
<br />agencies, would pay approximately
<br />$2,68 million to EPA to cover past and
<br />future response costs, All of the settling
<br />defendants contributed minor amo:Jnts
<br />of waste containing hazardous
<br />substances to the Site, Each party's
<br />payment to EPA consists of its
<br />proportional share of EPA's past costs
<br />($1.108,922) and estimated future costs
<br />($16.880.301), with a 100% premium on
<br />the estimated future costs,
<br />The Department of Justice will receive

<br />Compensation, and liability Act of
<br />1980 (UCERCLAU)
<br />Under 28 CPR 50.7, the United States
<br />hereby give notice that on November 14,
<br />2002, a proposed Consent Decree
<br />("Decree") in United Stales of America
<br />v, Kennecott Holdings Corporation.
<br />(formerly Kennecott Corporation) and
<br />Kennecott Utah Copper Corporation.
<br />Civil Action No. 2:02-CV-1228 (OAK)
<br />was lodged with the United States
<br />District Court for the District of Utah,
<br />Central Division.
<br />In Ihis action the United States sought
<br />to resolve claims against Kennecolt
<br />under sections 106 and 107 of CERCLA
<br />concerning mining-related surface
<br />contamination of soils and sediments in
<br />three operable units ["OUs") of the
<br />"Kennecott South Zone Site" located in
<br />the southwest portion of Salt Lake
<br />County, Utah, The Decree requires
<br />Kennecolt to perform certain operation
<br />and maintenance activities concerning
<br />two of the GUs. and to rejmburse EP/\
<br />$307,545.64.
<br />The Department of Juslice will receive
<br />for a period of thirty (30) days from the
<br />date of this publication comments
<br />relating to the Decree. Comments should
