<br />The Colorado River Basin Consumers Power, Inc., representing almost 100
<br />per cent of all independent operating entities engaged in the non-profit
<br />distribution of electricity in the Colorado River Storage Project mark3t-
<br />ing area, was organized in February of 1960. This organization was famed
<br />to seek for its IOOmbe!'s dependable hydroelectric power under the most 3d-
<br />vantageous delivery conditions possible from the Colorado RiverStoragl
<br />Project. It presently includes in its membership 160 operating entities
<br />in the marketing area of the COlorado River Storage Project. These en-
<br />tities serve a' population of about 2 ~OOO ,000 or about 30 per cent of' the
<br />population of the area.

<br />Yes. During the past seVeral years, the Bureau of Reolamati<..n has been
<br />studying various transmission systems propOSed to meet the requirements
<br />of tvansmitting power developed by the Colorado River Storage Project.
<br />
<br />the Engineering Committee of my firn: has made exhaustive Studies of all
<br />the various proposals put forth.
<br />
<br />The results of cur studies indicate canclusi vely that a transmission lino
<br />arranfement n:ost beneficial to the Storage Project power users is one which
<br />includes the interconneotion of consumer-owned steam plant capacity in Col-
<br />crado. The transmission system prcposed by the Bureau of Reclamation in-
<br />cludes this arrangen:ent and is the one which provides the optimulr. benefit 3
<br />to the Basin Fund, assuring the m,axiu!um monies available for the ccnstruct-
<br />ion of irrigation projects.
<br />
<br />These :benefits accrue because cf the ability to exchange pOWer between the
<br />upper and lower basin areas. Four-fifths of the electric power froD, the
<br />Storage Project will be sold in the Upper basin. Yet, three quarters cf
<br />its generating capacity is at Glen Canyon in Arizona __ some 600 miles fron:
<br />market centers.
