ASPINALL UNIT. - - - <br /> <br />(1) The Secretary shall enter a memorandum of <br /> <br />agreement with the Colorado Water Conservation Board which <br /> <br />provides for the operation of the reservoirs of the Wayne N. <br /> <br />Aspinall unit, Colorado River Storage Project in a manner <br /> <br />which is consistent: <br /> <br />(i) with the seniority of water rights <br /> <br />under the laws of the State of Colorado including the <br /> <br />seniority of any water rights which are acquired or donated <br /> <br />in accordance with this Act and which are changed and exer- <br /> <br />cised under the laws of the State of Colorado for the purpose <br /> <br />of protecting the natural environment to a reasonable degree; <br /> <br />and <br /> <br />(ii) with the authorized purposes of said <br /> <br />unit under the 1956 Colorado River Project Act, with the pro- <br /> <br />duction of the greatest practical amount of power and energy <br /> <br />under Section 7 thereof, and with the supply of water for <br /> <br />municipal and industrial purposes under Section 502(b)(3) <br /> <br />hereof; <br /> <br />(iii) with the maintenance of an instream <br /> <br />flow of no less than 300 cubic feet per second in the <br /> <br />Gunnison River immediately below diversions to the Gunnison <br /> <br />Tunnel, uncompahgre Valley Project, except in times of <br /> <br />extreme drought; and <br /> <br />-6- <br />
