Wi 11 iam McDonald, Oil'. <br />Colorado Water Conservation Board <br />Dept, of Natural Resources <br />721 State Centennial Building <br />1313 Sherman Street <br />Denver CO 80203 <br /> <br />Dear Sir: <br /> <br />The enclosed report evaluates water treatment process options to support <br />the potential use of Palo Verde irrigation drainage water as a water <br />supply for a hypothetical coal-fired po',/erplant located near Blythe, <br />California, The study was done in conjunction with field tests of ion <br />exchange softening technology and other processes which were success- <br />fully conducted at the Etiwanda Generating Station near San Bernardino, <br />California. Data from the field test program were used for the design <br />and cost estimates of ion exchange softening treatment considered in the <br />study. While field testing confirmed the technical viability of ion <br />exchange softening using cooling tower blowdown for regeneration, <br />sidestream lime/soda softening was the most cost-effective process <br />option for treating Palo Verde water. <br /> <br />This final report concludes an extensive contract study over the past <br />four years whiCh also examined the opportunities for saline water use at <br />Hunter Power Plant in Utah, Jim Bridger Power Plant in Wyoming, and the <br />proposed Harry Allen Power Plant in Nevada. <br /> <br />Based on these detailed technical and economic studies covering a range <br />of applications, we are confident that available water treatment tech- <br />nology can be economically applied at new powerplant sites to provide <br />for a reliable water supply as well as salinity control benefits in the <br />Colorado River Basin. <br /> <br />Very truly yours, <br /> <br />c:;2e' ~~~ <br /> <br />Al R.
