<br />::'II. <br />COI;iPARISON OJ.<' PREVIOUS OFFER TO <br />}~XICO WITH PLAN SUGGESTED BY TlIE <br />~ . <br />C01ruITTEE OF FOURTEEN <br /> <br />Comparing the offer made to Mexico at the time nego- <br />tiations were carried on in 1929, with the Plan suggested <br /> <br />by the Con~ittee of Fourteen, it should be pointed out <br />that the prior offer by the United States was for a total <br />of 750~OOO acre feet per year delivered in the River at <br />the International Botmdary, and no more. This was a maxi- <br />mum figure, beyond which no water would be guaranteed to <br /> <br />Mexico. It was all Mexico could look to with certainty <br />upon which to base the development of lands in that <br /> <br />country. Furthermore, the offer included a provision <br /> <br />that at times of 'shortage "the amount of water to be <br /> <br />deliverGd to Mexico willbo diminished in the same pro- <br />portion as deliveries in the United States." On the <br /> <br />other hand, there was no provision for a guarantee'of <br /> <br />any additional a.mount, regardless of the flow available <br /> <br />in the River. While, of course, Mexico would have been <br /> <br />free to utili,ze the surplus water if found feasible, yet <br /> <br />if such surplus .flow did not come at t...~e time of the <br /> <br />year when Mexico could use it, it would be valueless to <br /> <br />her. <br /> <br />Under the Plan ,suggested by the Conrnittee of Four- <br /> <br />teen, Mexico would be guaranteed water in accordance <br /> <br />- 28 - <br />
