<br />much larger agricultural acreage than if it depends <br /> <br />solely on the surface flow of the River. <br /> <br />Power and Water Contracts <br /> <br />Boulder Dam and power plant have been constructed <br /> <br />by the United States, as authorized under the Boulder <br /> <br />Canyon Project Act. Tne cost of construction, operation <br /> <br />and maintenance is to be repaid to the Gover~~ent under <br /> <br />contracts for water and power made pursuant to that Act <br /> <br />and the Boulder Canyon Project Adjustment Act. The con- <br /> <br />tractors nrust not only repay the cost of the works con- <br /> <br />structed by the United States, but must also bear the <br /> <br />cost of their own works, which they have had to construct <br /> <br />to utilize the power and water purchased. The aggregate <br />of the amounts already invested exceeds $400,000,000. <br />It is true that under the terms of the Acts and the <br /> <br />contracts the use of water for power at Boulder Dam is <br /> <br />subordinate to its use for irrigation within the United <br /> <br />states. In harmony with this the contracts provide for <br /> <br />8, gradual diminution of the amount of firm power avail- <br /> <br />able each year, due to dopletion by reason of additional <br /> <br />- 23 - <br />
