<br />the danger this causes to the levees. Such work will <br />also be of benefit in providing capacity for occasional <br />large floods. It will lower the water surface in the <br />River, which will be of benefit not o~y by protecting <br />adjacent lands from floods, but also by reducing the <br />amount of lateral seepage under such lands. The chan- <br />nelization work will involve not only the cost of the <br />original construction, but also the cost of continuous <br />maintenance in keeping down excessive growth of vegeta- <br />tion, and maintaining proper alignment. <br />Studies have been made by the United States Govern- <br />ment of flood control on the lower Gila River, and a <br />dam site has been located in the vicinity of Sentinel, <br />Arizona. Construction of the dam has been temporarily <br />deferred in view of the report of the War Department <br />that values to be protected below that point did not <br />justify the cost. It is not believed the War Department <br />took into account vB.lues in ~lexico, but, under an <br />international agreement, they could be considered. The <br />construction of such a dam would be of great value to <br />lands in Mexico as well as to lands in the Lower Gila <br />Valley and in the Yuma Valley, Arizona. <br />It 13 believed that these are all factors which <br />should be given due consideration in a.ny treaty discus- <br />sions, and the partieipa.tion of the United States in pay~ <br />lng the costs should be a factor of con~iqarable weight# <br /> <br />- 20 - <br />
