<br />1. INTRODUCTION <br /> <br />The 1975 Assessment of water and land resources is for the pur- <br />pose of identifying and describing the Nation's severe water problems <br />and indicating the urgency of their resolution from a national and <br />State-Regional viewpoint. The Assessment is conducted by the U. S. <br />Water Resources Council in cooperation with Federal and State repre- <br />sentatives within functions assigned to it by the Congress under pro- <br />visions of the Water Resources Planning Act of 1965 (Public Law 89-90). <br /> <br />During February 1974 the Water Resources Council initiated the <br />1975 Assessment of Water and Land Resources throughout the United <br />States. The Assessment has three main parts or analyses. First, is <br />the nationwide analysis performed by Federal agencies to develop a <br />nationally consistent set of volumetric and non-volumetric data cover- <br />ing the entire United States and broken down in detail for 106 ASA's <br />in 21 Assessment Regions, including narrative and numerical informa- <br />tion; second, is the Specific Problem Analysis performed by Regional <br />Sponsors with assistance of State representatives, and regional repre- <br />sentatives of Federal agencies in each of the 21 regions for the pur- <br />pose of articulating the State-Regional viewpoint concerning water- <br />related problems and for providing information for use in the National <br />Assessment report; and third, is a national priorities analysis for <br />articulating priorities for resolving identified water problems and <br />documenting same from a national viewpoint, including summaries of <br />the State-Regional conclus.ions and recommendations documented during <br />the Specific Problem Analysis phase performed by the State-Regional <br />sponsors. <br /> <br />The Specific Problem Analysis portion of the Assessment includes <br />four separate documents. The first document, identified as Technical <br />Memorandum No.1, includes listing of problems throughout the Rio <br />Grande Region. The second document is identified as a Technical <br />Memorandum on Activity 2, Phase II covering State-Regional Futures <br />and Problem Lists. The third document, identified as Activity 3, <br />Phase II is a Technical Memorandum covering the analysis of prob- <br />lems identified by the Regional Sponsor, including determination of <br />the probable adverse and/or beneficial effects if severe water and <br />related land problems are not solved from the State-Regional Future <br />viewpoint. <br /> <br />This is the fourth and final document or formal report on the <br />Rio Grande Region, which summarizes the State-Regional Futures as <br />seen by the Rio Grande Coordinating Committee orCoenaTroTffie ,- <br />Regional Sponsor, the Bureau of Reclamation, including a general <br />summary both narrative and statistical relating thereto, as well <br />as formal conclusions and recommendations which will be incorpor- <br />ated in the National Assessment Report. <br /> <br />\':,3:50 <br /> <br />"l <br />
