<br />Following a review of the problem issues and of the on-going and <br />completed studies, the State of Colorado has concluded that the on- <br />going U. S. Department of Agriculture Cooperative River Basin Study <br />will satisfy the requirements for a coordinated comprehensive planning <br />study in ASA 1301, Colorado. A Level B Study for the Rio Grande head- <br />waters, ASA 1301, is therefore not recommended by the State. <br /> <br />The State of New Mexico has concluded that at this time no Level B <br />Studies for the Rio Grande Region in New Mexico should be undertaken. <br /> <br />Texas does not recommend any Level B Studies at this time. <br /> <br />Specific Conclusions and Recommendations <br /> <br />Further specific conclusions and recommendations by each of the <br />three States of the Rio Grande Region fo1~ow: <br /> <br />COLORADO <br /> <br />The Rio Grande headwaters (ASA 1301) are experiencing problems <br />related to a lack of dependable water supply for irrigation and other <br />uses. A great quantity of water is being non-beneficially consumed <br />by evaporation and the phreatophyte growths in the sump area of the <br />Closed Basin for lack of drainage to the Rio Grande. In addition, <br />the river basin has many significant water and related land resource <br />problems, including water quality, drainage of wetlands, flooding, <br />erosion and sediment from storm runoff, and wind erosion. The en- <br />vironment of the forest is being adversely affected by a demand for <br />outdoor recreation facilities in excess of supply. There is a lack <br />of jobs for the unemployed farm labor force. <br /> <br />The Rio Grande headwaters are currently experiencing severe <br />water related land use problems. Although many studies have been <br />made of the problems, the objectives have been agency oriented, <br />generally, single purpose in scope, limited geographically, and <br />not sufficiently oriented. Because of these reasons, We conclude <br />that the R.C.&D. and U.S.D.A. Cooperative River Basin studies in the <br />Rio Grande Headwaters (ASA 1301), when completed, will be beneficial <br />to the State of Colorado in that they will define the problems and <br />needs in greater detail and recommend plans for their resolution. <br />The planned Closed Basin Project is a major solution for meeting <br />the Rio Grande Compact Commitment and for providing additional <br />water for irrigation, as well as providing drainage for the wetlands. <br /> <br />10 <br /> <br />,. i ')_ <br />'.~ u {~,., <br />.... \... ,. <br />
