:....

.

.

to.)
o
w
~..1

UPDATED RESPONSES TO
ADYISORY COUNCIL RECOMMENDATIONS
IN THE
1985 ANNUAL REPORT

1.

Budgets and Line Item funding

The U.S. House and Senate Appropriations bills includes $3.804 million for
CRSC Program within the ASCS budget. USDA expects line item funding to
continue in future yeara and have submitted a request for CRSC funding in
FY 1988.

2. Uinta Basin Monitoring and Evaluation

With CRSC funding, SCS proposes to accelerate and expand monitoring
activities in the Uinta Basin, Grand Valley, and other areas where early
implementation is contemplated. Special efforts will be made to
coordinate M&E with Reclamation.

3. Subdivide Lower Gunnison

The revised USDA implementation schedule and the $511 million investment
level include four subunits of the overall Lower Gunnison area. There
still needs to be additional discussions with local water users,
conservation districts, and ASC County Committees on the staging of this
unit.

4. Initiate Onfarm Planning in McElmo Creek

SCS in Colorado has already agreed to move forward with funding and
establishing a staff position in McElmo Creek. The major focus of the
position will be to coordinate the Bureau of Reclamation off-farm
improvements with planning of onfarm improvements.

5. Joint BR/SCS Plan for Price-San Rafael

Currently, two subareas in the study area have potential for coordinated
BR off-farm lateral improvements which will allow for more efficient and
cost-effective onfarm gravity sprinkler systems. More efforts will be put
into the joint planning process in the next year. With CRSC funding, SCS
should have sufficient funds to support the SCS staffing needs.

Presented to: CRBSC Advisory Council, October 28-29, 1986
in San Diego, California

Presented by: George L.
