<br />. <br /> <br />. <br /> <br />- Shares power plant revenues with Grand Valley Water <br />Users' Association. <br />- Under agreements with the United States and Grand <br />Valley Water Users' Association, OMID subordinates <br />its irrigation/pumping rights in order to share <br />shortages with the Grand Valley Project. <br />- Operates "check" and bypass channel to avoid calls by <br />GVIC and to maximize power generation. <br />- At maximum irrigation-season diversion and usage <br />levels, OMID can demand up to 460 cfs for <br />irrigation/pumping and 310 cfs for hydroelectric <br />power. <br />- In winter, and when irrigation demand by others <br />diminishes, OMID can increase its hydroelectric power <br />demand until the power canal reaches capacity at <br />about 860 cfs. <br />Relies on Green Mountain Reservoir storage for <br />irrigation water in late season. <br /> <br />3) GRAND VALLEY WATER USERS' ASSOCIATION (GVWUA) <br />- Serves approximately 32,000 acres north of the <br />Colorado River, above GVIC service area. <br />- Gravity system, negligible storage. <br />- Created to operate the U.S. Reclamation Service's <br />Grand Valley Project. <br />- Shares power revenues with OMID. <br />- Has diversion protected by OMID operating "check." <br />- Has capacity to demand 850 cfs for irrigation, <br />including service to two small irrigation districts <br />with senior rights totalling 120 cfs. <br />- Relies on Green Mountain Reservoir storage for <br />irrigation in late season. <br /> <br />Table 1 shows the importance of the Cameo demand with <br />respect to other major water rights in the Colorado River <br />Basin. The GVIC junior right (120 cfs) is senior to several <br />major projects, most of which have replacement storage <br />available. <br /> <br />B. Historic Need for the "Check" <br /> <br />In 1907-08, the Orchard Mesa Irrigation District was <br />beginning to supply irrigation water to its service area on <br />the bluffs south of the Colorado River near Palisade, but <br />needed a right-of-way from the United States to complete the <br />project.
