To improve the valuo of the Rcport to Congress. and in behalf of the entire Colorado River Do.sin and its dovelopment in competitien with other natural drainage basins and stre!lll\ syetems, Colorado sUG~osts thnt the Report be revised to ino lude information oonoerning the basin- wide or regional benefits to reeult frcm the full utllhation of wo.ter, and to show the relations between total oonstruotion costs and ultimate benefits, and how muoh of the investment in the Oolorado River Basin may be expeoted to be repaid in time by v.ater and power users and othsr local beneficiaries. Oolorado submits that, in the absenoe of suoh showings, the Rsport on the ColoradO River Basin will oompare unfavorably with the previously tran~mitted Report on the 11issouri mver Basin !lJ1d perho.ps with, ethers in preparation by the Bureau of Reolamation.
