Dam and <br />Reservoir in Montana, to the mouth near St. Louis, Missouri, to the <br /> <br /> <br />Corps of Engineers, Primary responsibility for tributary development <br /> <br /> <br />was assigned to the Bureau of Reclamation. Responsibility for trans- <br /> <br /> <br />mission line construction and provisions for other power marketing <br /> <br /> <br />facilities, aa well, as responsibility for establishing power rates <br /> <br /> <br />and the actual marketing of power, were all assigned to the Secretary <br /> <br /> <br />of the Interior. These arrangements have continued since authorization <br /> <br /> <br />and are in effect at the present time, <br /> <br />Original Financial Situation <br />Although Senate Document No. 191 presents limited information on <br />reimbursable costs and their repayment, it is not definitive in its <br /> <br />presentation of repayment criteria, allocations procedures, and related <br /> <br /> <br />matters affeeting finaneial management of the project. The report <br /> <br /> <br />contemplates the availability of surplus power revenues from Corps of <br /> <br /> <br />Engineers and Bureau of Reclamation powerplants alike for assistance <br /> <br /> <br />in repayment of irrigation costs beyond the ability of the water users <br /> <br /> <br />to repay, although it does not prescribe a term of years in which the <br /> <br />costs of irrigation should be repaid. <br />
