<br />13 <br /> <br /> <br />The PRS included the following: <br /> <br />Federal investment in about 2.1 million acres of irrigation <br />development, not yet authorized for construction, which was <br />anticipated to go into service in the period 2001-2077, and <br />for which power revenues were expected to repay about $1.3 <br />billion by the year 2152. (As noted previously, total irri- <br />gation assistance projected in the 1976 PRS is $3.1 billion.) <br /> <br />Irrigation facilities (Oahe Unit of 190,000 acres and Narrows <br />Unit of 166,370 acres), for which fiscal year 1978 funding <br />was deleted in July 1977. The study estimated the cost of <br />these facilities repayable from power revenues to be $337 <br />million for Oahe and $4 million for Narrows, for a total of <br />$341 million. <br /> <br />Power generating facilities (Beartooth, Allenspur, and Sheri- <br />dan), to be built in the years 2016-2030, which had not yet <br />been authorized by the Congress. The study estimated the <br />cost of these facilities at $510 million, with $86 million <br />suballocated to irrigation pumping power and $424 million <br />remaining in power generating investment. (It should be <br />noted that main stem peaking additions being investigated <br />by the Corps are not included in the repayment studies <br />because, according to the Bureau, they' were not part of <br />the original Pick-Sloan plan.) <br /> <br />Future construction of a number of irrigation units for <br />which construction was authorized, and in some cases con- <br />struction funds had been appropriated, but the units were <br />not expected to go into service until various times in the <br />period 1983-1997. If the timing of this construction <br />remains the same in the 1977 repayment study, none of <br />these facilities would be scheduled to go into service <br />within the Department's 5-year cost evaluation period. <br /> <br />Anticipated municipal and industrial water revenues of $4.5 <br />million each year from 1992 to at least 2062, and totaling <br />$320 million, were shown as available to repay power or <br />irrigation investment. These revenues are based on antic-- <br />pated. future private development o~coal mines .___~e~artment <br />policy on PRS preparation does not specifically mention <br />private development, but it is assumed that it is to be <br />treated in the same manner as future Federal development. <br />
