<br />Generally, the repayment criteria for the. System provide that: <br /> <br />. <br /> <br />Pick-Sloan power'revenues will repay the investment allocated <br />to Pick-Sloan power generation and transmission facilities, <br />including replacements, with interest, within 50 years after <br />completion of any power division, unit, or feature. <br /> <br />Power revenues are also to repay the portion of the invest~ent <br />allocated or suballocated to Pick-Sloan irrigation facilities, <br />without interest, that the irrigation water users are unable <br />to repay. This aid to irrigation is supposed to be repaid <br />as 'follows: <br /> <br />(a) That associated with units or divisions built or under <br />construction as of July 1, 1965 - as soon as possible <br />.after completion of the commercial power payout; and <br /> <br />(b) That associated with other units or divisions - within <br />50 years plus a development period of up to 10 years <br />after the irrigation facility becomes benefit producing. <br /> <br />Actually, most of this assistance, (a). and (b), is scheduled <br />for repayment to the Treasury after 2024.. In addition <br />to the suballocation of the power investment to irrigation <br />pumping, this assistance includes so-called "assigried costs" <br />of multiple purpose reservoirs which, in the 1963 Garrison <br />study, are said to be scheduled for repayment concurrently <br />with the specific irrigation facilities with which the <br />storage is associated. <br /> <br />Users of M&I water are normally required to repay the invest- <br />ment allocated to Pick-Sloan M&I water facilities with interest, <br />and the 1963 Garrison study anticipates that power revenues <br />will no t be used to repay any of the M&I inves tment. <br /> <br />The Federal investment in other Pick-Sloan project purposes <br />(navigation, flood control, recreation, fish and wildlife, <br />and roads) is not considered reimbursable from power revenues. <br /> <br />In addition, Pick-Sloan power revenues are to repay the <br />portion of the Federal investment in power and irrigation <br />facilities of four individually authorized projects (Colo- <br />rado-Big Thompson, Kendrick, North Platte, and Shoshone) <br />that revenues from those projects cannot meet. <br /> <br />To meet these requirements, Pick-Sloan power is to be sold in <br /> <br />such a manner as to encourage the most widespread use at the lowest <br /> <br />5 <br /> <br />
