(See chart, <br />p. 11.) The Upper Basin's water use rate beyond 1990 is <br />highly conjectural, depending largely upon the uncertain <br />development of the area's huge reserves of oil shale and coal. <br /> <br />l/As stated in chapter 1 and appendix I, the 1922 Conpact, <br />the Boulder Canyon Project Act, and the 1964 Supreme Court <br />decree in California v. Arizona indicate that the Lower <br />Basin was allocated 7.5 nal: from the Colorado River nain- <br />flow. The source of the additional 1 maf allocated to the <br />Lower Basin is not clearly identified in these documents. <br /> <br />9 <br />
