"l <br /> <br />~ <br />~ <br />C.1l <br />~1 <br /> <br />9. ~oject description. John Martin Dam is located on the Arkansas <br />River in Bent County, Colorado, between the towns of Las Animas and <br />Lamar, as shown on plate 1. It is a multiple-purpose project constructed <br />for flood control and irrigation. Pertinent data for some of the fea- <br />tures of the project are shown in table 1. <br /> <br />In. Design operation. John Martin Reservoir was designed to <br />operate as a multiple-purpose project with storage allocated to flood <br />control and conservation of irrigation water. Storage was not originally <br />provided for recreational or biological activities but the Flood Control <br />Act of 1965 (Public Law 89-298, 89th Congress, S 2300) authorized and <br />directed the Chief of Engineers to use reservoir flood control storage <br />space, not to exceed 10,000 acre-feet, for the purpose of establishing <br />and maintaining a permanent pool for fish and wildlife and recreational <br />purposes. This is to be performed at such times as storage space may <br />not be available within the conservation pool as defined in Article <br />III F, Arkansas River Compact (63 Stat. 145). <br /> <br />11. The storage and release of water for irrigation at the proj- <br />ect are performed in accordance with the Arkansas River Compact. <br />Release of storage from the flood control pool is at the discretion <br />of the Corps of Engineers. Before 1948 irrigation releases .from John <br />Martin Reservoir were very irregular due partly to lack of agreement <br />between the States of Colorado and Kansas. A temporary agreement <br />between the states was reached in 1948. A final agreement in the form <br />of a compact was signed by the two states and ratified by the United <br />States Congress. A portion of the Arkansas River Compact pertaining <br />to storage and discharge at John Martin Dam is as follows; <br /> <br />CoLorado and Kansas hereby agree upon the foLLow- <br />ing basis of apportionment of the waters of the Arkansas <br />River: <br /> <br />A. Winter storage in John Martin Reservoir shaH <br />commence on November 1st of each year and continue to <br />and incLude the next succeeding March 31st. During <br />said period aLL water entering said reservoir up to <br />the Limit of the then avaiLabLe conservation capacity <br />shan be stored: ~ovided, that CoLorado may demand <br />reLeases of water equivaLent to the river flow, but such <br />reLeases shaLL not exceed 100 cubic feet per second and <br />water so reLeased shaLL be used without avoidabLe waste. <br /> <br />B.
