Various phases are involved from initial policy guidance to deter- <br />minations of actions to be taken for each resource activity. <br /> <br />Guidance <br /> <br />General and specific program objectives, principles and policies are estab- <br />lished to constrain overall program development. Planning assumptions and general <br />standards are provided and land use decision criteria are formulated to resolve <br />conflicts between activities on the same land areas. The program outlook guide <br />is a moving 5-year projection of budget outlook and program items for priority <br />attention. <br /> <br />Unit Resource Analysis <br /> <br />A comprehensive display of basic physical resource data and an analysis of <br />current use, production, condition and trend, potentials and opportunities within <br />a planning unit for seven resource classes: lands, minerals, recreation, wildlife, <br />forestry, range and watershed. <br /> <br />Social-Economic Profile <br /> <br />An identification and analysis of social, economic and intergovernmental <br />coordination issues, problems and trends, divided into three parts: social - <br />economic factors; infrastructure systems, bureau relationships with planning and <br />land use control groups, actions, study and interest groups and key individuals. <br />State and district staff develop and use a library of social and economic data <br />(including the bureau SED system) and studies done by other organizations. The <br />purpose of the social-economic profile is to record and index the source of rele- <br />vant data in this library and to identify and analyze major trends, issues and <br />problems of significance to public lands in the area. The SEP is an initial <br />organization of social and economic data which can be most efficiently handled <br />on this substate regional scale. <br /> <br />Planning Area Analysis <br /> <br />An analysis of data in the SEP plus all other relevant data, to establish <br />the significance of the public lands in the planning area to institutions and <br />users within and outside the area. The PAA is organized into several major <br />sections including: social-economic analysis and development of demand project- <br />tions for public lands and resources within the planning area; analysis of public <br />land significance to the area and regional populations cultural values, social <br />well being, and expectations and positions of various public groups and sectors; <br />analysis of public land significance to a variety of infrastructures and the <br />significance of these infrastructures to the public lands in the planning area <br />and analysis of extent and significance of critical environmental areas as de- <br />fined by State or Federal law. <br /> <br />1 - 21 <br />
