<br />I <br />I <br />I <br />l <br />I <br />I <br />I <br />i <br />I <br />I <br />I <br />t <br />i <br />~ <br />I <br />t <br />I <br />I <br />I <br /> <br />G01748 <br /> <br />Fish and Wi1d1ife--The Corps, in the planning and designing of projects, <br />includes measures for the mitigation and enhancement of fish and wildlife in <br />accordance with the provision of the 1958 Fish and Wildlife Coordination Act. <br />Most reservoirs include provisions to maintain certain minimum downstream flows <br />to enhance stream fisheries among other downstream water needs. Reservoirs are <br />operated to enhance fish spawning and the reservoir fisheries to the maximum <br />possible extent commensurate with other authorized project functions. <br /> <br />Water Suppl~--Municipa1 and industrial water supply is the primary <br />responsibility of States, municipalities, or other non-Federal entities. <br />Storage space may be included in reservoirs at the request of the non-Federal <br />entities; however, they must agree to repay the allocated costs and meet the <br />other requirements of the 1958 Water Supply Act. Existing reservoirs may be <br />modified to include municipal and industrial water ~upp1y under certain conditions. <br /> <br />Water Qua1i~-The Federal Water Pollution Control Act of 1948, as amended, <br />provi(fes that capacity may be included in reservoirs to improve water quality. <br />The need, value, and impact of storage for water quality control is determined <br />by the Administrator of EPA. <br /> <br />Environmental Actions--The Corps of Engineers emphasizes the importance of <br />balanClng environmental considerations with developmental needs regardless of <br />competing demands. The Corps has guidelines and objectives based on the National <br />Environmental Policy Act (NEPA) that are designed to put all Army Engineer civil <br />works activities in a posture to carry out programs in support of national <br />environmental objectives. The program is designed to ensure that environmental <br />aspects are completely addressed in any project undertaken and that the public <br />participates fully in the process. <br /> <br />Flood Emergency Operation and Disaster Assistance--The Corps can respond <br />to requests for assistance as needed during floods and following major disasters <br />such as floods, tornadoes, earthquakes, etc. Response may be made to requests <br />for providing emergency drinking water supplies of adequate quantity and quality <br />under certain authorities available to the Corps. <br /> <br />Bank Erosion Contro1--Remedial or corrective measures for bank erosion <br />should be considered in studies of regulating river flows. However, in serious <br />cases where public or quasi-public facilities are being threatened, the Corps <br />may provide remedial bank protection measures. Also, technical and engineering <br />assistance may be provided to non-Federal public i.nterests. <br /> <br />Research and Deve10pm~nt--1n addition to its traditional engineering research <br />and development program, t e Corps is conducting research in areas of environmental <br />concern, water quality, wastewater management systems, public involvement, and <br />others. <br /> <br />1-9 <br />
